Paragraphs 1 to 5 are definitions of terms used in the directive.
The substance is as follows:
Section 1
Types of Printing
6. Documents used in instruction means any document used in a course included in a curriculum of Payap University. The characteristics of such documents are the teaching plan, the course outlines (syllabus), topic headings with sufficient detail, and such optional material as follows: name lists, material or readings, condensations, relevant articles, charts, and practice exercises.
7. Examination papers and related material means documents used in the examination, including tests, mid-term examinations, and final examinations, including answer sheets, foolscap paper or exam answer booklets.
8. Other documents means anything in addition to paragraphs 6 and 7, including documents of units both within and outside the university, as for example, posters, brochures, invitation cards, receipts.
Section 2
Rules and Regulations
9. Instructional materials
9.1 The amount of material to be submitted for printing or photo-copying at any one time should not exceed 6 pages per subject, not to exceed 3 times a week. (In this regard the dean shall oversee the departmental budget for the semester and shall sign the printing request purchase order form each time.
9.2 The person requesting the printing service must send the original/master copy together with the printing request purchase order form, as per the following format.
9.2.1 The original copy must be clear and correct. If it is handwritten it must be written in either blue or black ink only.
9.2.2 The printing purchase request must be filled in completely and accurately and clearly in order for printing and purchasing unit to be able to process he request.
9.2.3 The unit will complete the work within 3 days of receipt of the original material.
9.2.4 The printing and purchasing unit will cease printing course material two weeks before examinations, or at the discretion of the head of the printing unit.
9.3 The printing and purchasing unit will provide correction, duplication, collation and binding services on the following time frames:
9.3.1 Correction of a mater and duplication will be finished in 4 days if the amount is not in excess of 6 pages and the number of copies is no more than 300 copies.
9.3.2 If only duplication is involved it will be finished in 3 days if the amount is not more than 6 pages and no more than 300 copies.
9.4 Duplication will be on both sides of sheets of paper as may be appropriate for the nature and type of the printing.
9.5 Any printing in amounts in excess of the stipulations in paragraph 9.1 above must pass through the request procedures every time.
9.6 Additions and corrections to instructional materials may not be made more than 2 times.
9.7 In any exceptional circumstances outside the regulations 9.1 to 9.5 above the person requesting the printing shall process the request through the channels of authorization as stipulated.
9.8 Persons wishing to purchase computers under the university’s support plan must the submit the original request form by submitting a [computer] “file” rather than a handwritten copy, so that the printing and purchasing unit may process the request without re-typing the request, and the person making the request must accept full responsibility for the accuracy of the information.
10. Examinations and documents related to examinations
10.1 The person requesting the service must provide an original/master copy together with a request form to the unit in the following manner:
10.1.1 The original copy must be clear and correct. If it is handwritten it must be written in either blue or black ink only.
10.1.2 The printing purchase request must be filled in completely and accurately and clearly in order for the printing and purchasing unit to be able to process the request.
10.1.3 The printing unit will cease printing quizzes and short tests 2 weeks before examinations, during examination week, and at the discretion of the head of the unit.
10.2 Regulations concerning having the printing unit produce the master copy are as follows:
10.2.1 Quizzes or short tests
10.2.1.1 The printing unit will print the master in 3 days after receiving the original.
20.2.1.2 Corrections and duplication will be done win 4 days after the person receiving a master copy in good condition.
10.2.2 Midterm examinations
10.2.2.1 Examination papers should be sent by the faculty members at least 7 days before the first day of examination week.
10.2.3 Final examinations
10.2.3.1 Examination papers that do not need to be approved by the educational quality assurance committee must be submitted to the printing unit at least 12 days before the first day of final examination week for printing out the master, proof-reading the master, and duplication of the examinations.
10.2.3.2 Examination papers that need to be approved by the educational quality assurance committee must be submitted to the printing unit at least 7 days before the scheduled approval hearing for printing the master / proof-reading / duplication; and after the approval hearing the faculty member shall bring the approved master copy to the printing unit at least 7 days before the day of the examination.
102.4 Examinations during the summer term
10.2.4.1 Examination papers that do not need to be approved by the educational quality assurance committee must be submitted to the printing unit at least 12 days before the first day of final examination week for printing out the master, proof-reading the master, and duplication of the examinations.
10.2.4.2 Examination papers that need to be approved by the educational quality assurance committee must be submitted to the printing unit at least 5 days before the scheduled approval hearing for printing the master / proof-reading / duplication; and after the approval hearing the faculty member shall bring the approved master copy to the printing unit at least 5 days before the day of the examination.
10.3 Regulations for submitting examinations in cases in which the instructor takes responsibility for the master copy.
10.3.1 Quizzes and short tests
10.3.1.1 The duplication will be down within 3 days of submission.
10.3.2 Mid-semester examinations
10.3.2.1 The master copy should be submitted at least 5 days before the first day of the examinations.
10.3.3 Final examinations
10.3.3.1 Master copies of examination papers that do not need to be approved by the educational quality assurance committee must be submitted to the printing unit at least 5 days before the first day of final examinations for printing the examinations.
10.3.3.2 Examination papers that need to be approved by the educational quality assurance committee must be submitted to the printing unit at least 3 days before that scheduled approval hearing for duplication; and after the approval hearing proceed as outlined in 10.3.3.1.
10.3.4 For examination during the follow the procedures in 10.2.4.
10.4 If an instructor is going to take full responsibility for printing an examination without involving the printing unit, the instructor must inform the printing unit of this 7 days in advance of the first day of examinations following the procedures of the academic affairs office which will inform the printing unit.
10.5 In cases in which an examination is to be submitted last the instructor must receive permission on a form from the vice president for academic affairs following the set procedures.
10.6 In cases in which the instructor will be giving an examination not at the time specified by the university, the instructor must receive permission from the vice president for academic affairs before submitting the examination to the printing unit.
10.7 The instructor responsible for the course must be the one to submit the examination in person. In cases in which the instructor is unable to do that in person or the instructor is a special teacher; the head of the department may take this responsibility and must fill out a printing request from completely and clearly.
10.8 Duplication must be on both sides of the paper.
10.9 Corrections to master copies of examinations can be done no more than twice.
10.10 Permission cannot be given for proofreading a master copy except in the office of the printing unit.
10.11 Permission cannot be given for an instructor to receive part of the examination papers in order to give an examination to a portion of the group of students separately.
10.12 The instructor shall be the one to stamp the [consecutive] numbers on the examination papers; the instructor should work with the officials of the printing unit to do this.
10.13 The instructor shall present their personal identification card or their Payap employee card with a picture each time he/she comes to collect examinations at the printing unit.
10.14 The printing unit will provide a printed student list [for having examinees sign in] if the instructor submits the student list divided into class sections.
11. Other printing
11.1 Other printing shall be at the discretion of the head of the printing unit.
11.2 The one making the request must state the budget clearly on the request form.
11.3 The printing unit will discontinue printing these requested items two weeks before examinations or at other times at the discretion of the head of the printing unit.
12. Limitations on printing examinations, etc.
12.1 Duplication
12.1.1 The choice of the type of printing [equipment to be used] will be at the discretion of the head of the printing unit.
12.1.2 The paper for printing will be divided according to the type of printing as appropriate according to the funds.
12.2 Examinations
12.2.1 Printing, proof-reading and duplication will be according to the regulations in paragraphs 9 through 11.
12.2.2 Picking up examinations shall be done by the person in charge of the examination on the day of the examination.
12.2.3 Substitutions for the person picking up the examination or for proctoring the examination shall be made after filling out the proper form (PYU 0108/2/53) [from the office of academic affairs] with a copy to the head of the printing unit in writing, signed by the head of the department, the head of the course group [if any] and the dean.
12.2.4 Adjusting examination schedules to make exceptions to the university’s set schedule shall be down only after filling out the proper form (PYU 0108/2/53) [from the office of academic affairs] with a copy to the head of the printing unit in writing, signed by the head of the department, the head of the course group [if any], and the dean.
12.3 The dates stipulated for the production of printed materials as outlined in this directive will not include Saturdays, Sundays and holidays specified by university.
12.4 A separate request form must accompany each printing request.
